After the clashes in Manesar, the Gurugram police set up task teams at all police stations

To strengthen law and order in industrial belts and improve response to labor unrest, the Gurugram Police Commissioner has ordered the formation of Labor Liaison and Industrial Coordination Teams (LLICT) in each jurisdiction of police stations across the city.

The move comes after violent clashes between the police and workers demanding a wage hike in Industrial Model Township, Manesar in April. More than 60 workers, including 20 women, were arrested in two separate cases. Trade unions, including the Center of Indian Trade Unions, condemned the action, saying the administration was treating the labor dispute as a criminal matter.

According to the order, each police station will have one or two LLICT teams depending on the number of industrial units and operational needs. Each team will have four to five staff members with “excellent public relations skills” and the ability to coordinate with industry management, unions and the Department of Labour. The teams will maintain regular liaison with industry, trade unions, safety officials and HR officials. They will conduct visits to sensitive industrial areas, promptly report disputes, protests or law and order problems to senior officers and focus on the safety of women employees. Teams will also monitor “anti-social and outside elements”.

Service charts for LLICT teams will be prepared by the Deputy Commissioner of Police (DCP) indicating patrol areas, liaison officers and reporting. The Deputy Commissioner of Police will regularly inspect the functioning. A one-day training program will be conducted every month to build capacity. Experts will train teams in industrial dispute resolution, labor law, crowd control, negotiation and communication skills, women’s safety, emergency response, crisis management and intelligence gathering.

Under this system, each team will submit a daily activity report to the Assistant Commissioner of Police (ACP). The ACP will send a weekly review to the DCP, while the DCP headquarters and the Joint Commissioner of Police will conduct monthly inspections and issue instructions.

Police said the initiative will build trust and coordination between industries, unions and the police, enable early resolution of disputes, increase the safety of female workers and ensure quick response during emergencies.
