The state government has started the process to set up a third Discom – Telangana Rythu Power Distribution Company Ltd (TGRPDCL) – by issuing orders on Wednesday. It has already appointed Chairman and Managing Director for the new Discom by transferring Musharraf Ali Faruqui from Southern Discom (TGSPDCL) to the new one.
According to the government order, the new Discom under the name Rythu Discom would deal with the business of supply and distribution of electricity, purchase, sale, import, export, transportation and trading of electricity, operation of the distribution system – including tariff finalization, billing and collection.
It would further enter into any agreements to carry out such business for categories such as Agriculture, Lift Irrigation Systems (LIS), Combined Protected Water Supply Systems / Mission Bhagiratha, Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB) and Municipal Water Connections with Separate Distribution Transformers (LT VI-B).
Apart from providing power to the said categories, the new Discom would also deal with power purchase as per the allocated share of Power Purchase Agreement (PPA), connection of new agricultural connections, operation and maintenance of assets (DTR and LT lines), billing of power consumed through DTR metering and consumer metering for lift irrigation, CPWS and HMWSSB, regulatory records and supply of power to consumers to ensure reliability and quality.
The government has also appointed directors of the new Discom – V. Tirupathi Reddy (Finance), P. Krishna Reddy (Revenue & Legal), V. Mohan Rao (Projects) and N. Narasimhula (Operations, Personnel, Energy Audit and others). The operational and administrative manpower required for TGRPDCL would be for deputation, recruitment and outsourcing.
The new Discom would start functioning from April 1 and would have its office in Block B of the TGSPDCL corporate office at Mint Compound for the time being. The government aims to ensure targeted management of electricity supply to the agricultural sector, improve service efficiency and provide better and more reliable services to farmers across the state.
