
“Until now, under a special exemption in Schedule K of the 1945 Drug Rules, nicotine gum and lozenges containing 2mg of nicotine did not require a sales licence. This meant that any grocery store, kiosk or online platform could sell these products without drug supervision. Although originally intended to make it easier for non-smokers to get scared, and minors use them as a recreational ‘gateway’ to of nicotine,” said an official familiar with the matter.
