Delhi SIR: How to check your name in previous SIR and how to fill enumeration form
A special intensive revision of the electoral roll will begin in Delhi with direct visits by booth-level officials from June 30, Chief Electoral Officer, Delhi Ashok Kumar said, adding that the exercise will be conducted in a transparent manner.
The revision will apply to all voters aged 18 and over on the qualifying date of 1 October.
From June 30 to July 29, there will be door-to-door visits by cabin level officials. The draft voter list will be published on August 5 and the final list will be published on October 7 after the revision is complete.
What happens in the enumeration phase?
The special intensive review begins with the enumeration phase, during which cabin-level officers visit each household and distribute enumeration forms. These forms contain pre-printed details such as Voter’s Name, EPIC Number, Address, Assembly Constituency, Parliamentary Constituency and Photograph. The form can also be downloaded from the electoral commission’s website.
Voters will receive two copies of the census form. One copy must be completed and returned to the Cabin Level Officer. Forms can also be submitted online.
Voters will have to provide details such as date of birth, mobile number and Aadhaar number, which is optional, along with details of parents and spouse, if applicable. A current passport size photograph may also be attached. The completed form should be submitted to the cabin level officer who will issue an acknowledgment of receipt.
A key requirement is for voters to make a connection with the previous special intensive review carried out between 2002 and 2005.
How to check your name in previous voter list
As part of this process, voters have to map their details with the electoral rolls prepared during the previous revision in Delhi in 2002 or with the corresponding rolls of any other state where they were registered at that time. If the elector’s name is not found in the earlier rolls, eligibility may be proved through parents or grandparents whose names appear in those records.
Those residing in Delhi prior to 2002 can check the electoral roll for that year at website of the Chief Electoral Officer, Delhi, and note the details like name of relative, state, assembly constituency, constituency number, part number and serial number.
Searches can be made by EPIC number or name. The website also allows filtering by district, council constituency and polling station.
What if the name is missing?
If the voter was not of voting age during the earlier revision, or if the name is missing for any reason, details of family members such as parents may be provided.
About 42% of the electorate in Delhi has already been mapped in the pre-revision exercise. Voters can verify their details or that of their relatives through the ECINET app or its website.
If the name cannot be linked to any previous list, the voter will have to submit one of 12 documents approved by the Electoral Commission after receiving notification from the Electoral Registration Officer following the publication of the draft list on August 5. What if you moved from another state?
If the voter has moved from another state, information from that state’s electoral roll may be provided. Those settled in Delhi after 2002 will not find their names in the 2002 Delhi list but may appear in their home state lists corresponding to the latest revision done there.
These voters should visit the website of the respective State Electoral Officer and note down the details including name of relative, state, assembly constituency, constituency number, section number and serial number as shown in the 2002, 2003 or 2005 rolls, depending on when the revision took place. This information should be shared with the cabin level officer during the enumeration process.
How to fill out the enumeration form
The police officers at the booth level will distribute the pre-filled enumeration forms in duplicate and guide the voters in filling them. The pre-filled section contains voter’s name, EPIC number, address, assembly constituency, part number, serial number and photograph.
Voters have to fill the remaining fields, including date of birth, mobile number and Aadhaar number, which is optional, along with details of family members, if available. If the voter wishes to update an existing photo, a current photo can be attached.
The last section allows voters to provide their own details or those of relatives who appeared in the previous revision conducted between 2002 and 2005. If the details of the voter are available in earlier rolls, the relevant information should be filled in accordingly. If not, details of parents or grandparents appearing in these roles may be used.
The form must be signed or left thumbprinted and submitted to the cabin level officer. An adult member of the household can sign for the other members.
Can the SIR form be filled online?
Yes, the form can be downloaded from the Electoral Commission website or from the ECINET application, filled in and uploaded. On the Voter Services Portal, voters can choose to fill out the census form after logging in with their mobile number or EPIC.
EPIC must be associated with a mobile number to proceed. This can be done through Form 8 by selecting the option to correct records and updating the mobile number. Once linked, the form can be submitted, including through an Aadhaar-based e-signature, if the name matches in both records. If there is a mismatch, the form must be submitted offline.
How to add a new name to the voter list
New voters can apply using Form 6 online or offline. Those who change their residence within the same constituency, to another constituency or to another state must apply through Form 8.
Applications can be submitted online through the voter services portal or the Voting Line application. Offline contributions can be made at polling centers or through a local officer at the booth level.
