Panel to be set up to update land laws: Kerala Revenue Minister

A panel will be set up to study the revision of land laws to make them up-to-date, said AP Revenue Minister Anil Kumar. Responding to questions on revision of laws and digitization of the tax department in the assembly on Monday, the minister said that many land related laws in the state are decades old. Based on the panel’s report, steps would be taken to revise the laws.

The revenue minister also informed the assembly that steps would be taken to unify the fair value across the state. The ministry, he said, would take vigorous measures to implement land reform 2.0, which was proposed in the revised budget. In this regard, the government would create legislation that would benefit the marginalized sections that did not gain much from the first land reforms.

The Government, Mr. Anil Kumar pointed out, will take all steps to fully digitize the tax department. Resurvey of 10.42 lakh ha of land in 72,73,000,000 plots has been completed under the Rebuild Kerala programme.

Digital exploration

Digital survey activities have been initiated in 839 of the 1,550 villages surveyed under Rebuild Kerala. The survey was completed and the final map notified under Section 13 of the Kerala Survey and Boundaries Act in 228 villages.

The survey was completed and the draft notification published under Section 9(2) of the Kerala Survey and Boundaries Act in 146 villages. The survey was conducted in 221 villages and has just started in 711 villages. Initial activities such as record collection and digitization were underway in 244 villages.

The minister said district-level adalats would be conducted to speedily decide at least 25,000 of the two thousand land conversion applications pending across the state. The government was also considering steps to address the shortage of surveyors and speed up digital surveying, Mr. Anil Kumar said.
