
The Andhra Pradesh government has introduced and passed a bill in the legislature to facilitate the appointment of a slain political worker’s son as a junior assistant under a special resolution of the Council of Ministers.
The move follows the death of Thot Chandraiah, a resident of Gundlapadu village in Palnadu district, who was killed in January 2022 in an incident described in official records as “an act of extreme political violence”. As the sole breadwinner of the family, his death left him in serious financial trouble.
To provide relief, the government proposed the appointment of his son Thota Veeranjaneyula on compassionate grounds.
However, the existing provisions of the Andhra Pradesh (Regulation of Appointments to Public Services and Rationalization of Staff Pattern and Pay Structure) Act, 1994 mandate that appointments to the public service should be made only through the Public Service Commission, Selection Board or Employment Exchange.
To overcome this legal hurdle, the government introduced the Andhra Pradesh (Public Service Appointments and Rationalization of Staffing Patterns and Pay Structure) (Second Amendment) Bill, 2025, which seeks to amend Section 4(2) of the Act. The Council of Ministers had previously approved the proposal by Resolution No. 253/2025.
Human Rights Minister Nara Lokesh told the assembly that the amendment was aimed at extending justice to the bereaved family. The bill has been passed by the House and will be sent to the Governor for assent under Article 200 of the Constitution.
