
The state government has initiated steps to redeploy the existing employees of the Greater Hyderabad Municipal Corporation among the three new corporations proposed in place of the GHMC.
The state government has announced its decision to create Cyberabad and Malkajgiri Municipal Corporations, keeping the core city under the GHMC. Accordingly, it has begun the process of redeploying existing employees at various levels to the three companies, which are consulting with various departments and experts on available options. The development assumes significance as litigation has been filed in the High Court to reorganize the GHMC at a time when there is a freeze on changes to the profile of the administrative unit pending the completion of the census.
There are roughly three categories of employees: those born in the GHMC or those recruited directly into the corporation, officers and employees belonging to the city administration department in key sections such as town planning, and employees working on deputation from other departments such as forests. This is in addition to the huge number of contract and outsourcing workers involved in various sections.
Officials do not see any scope for problems due to the move, as factors such as presidential orders and local status will not play a role. “Some employees are already in the posts. A mechanism needs to be developed for redeployment of employees so that the three new corporations can function effectively in discharging their duties,” senior officials told The Hindu.
While redeployment of staff is unlikely to cause major problems, officials believe that dividing assets and liabilities between the three new bodies will be a challenging task for the government.
