Delhi among the five states that started the SIR enumeration on June 30

The enumeration phase for the Special Intensive Revision (SIR) of electoral rolls in Karnataka, Meghalaya, Maharashtra, Jharkhand and Delhi is scheduled to begin on June 30.

As of May 12, there are a total of 19,78,94,740 voters in these five states. The final electoral rolls for these states after the SIR process will be released on October 7.

The ongoing third phase of SIR is being conducted in 16 states and three Union territories. Over 3.94 lakh Booth Level Officers (BLOs) will go door-to-door to verify 36.73 crore voters, with the help of 3.42 lakh Booth Level Agents (BLAs) appointed by political parties in this phase.

Pruning rolls

At this stage, the exercise will cover the entire country except Himachal Pradesh, Jammu and Kashmir and Ladakh. The SIR schedule for them will be announced later after considering the completion of II. census phase and due consideration of weather on headwaters or snow-covered areas, ECI said.

When the ECI announced the second phase of SIR on 27 October 2025 for 12 states/UTs, their cumulative voter base was more than 50.99 million. It now stands at 45.81 million voters after SIR, a decline of over 5.18 million or 10.2% reduction in the number of voters in these states and UTs.

As a number of these states went to the polls in the following months, the SIR process sparked outrage among the opposition and the Election Commission and was also challenged in the courts. However, in March, the Supreme Court unanimously upheld the constitutionality of the ECI’s decision to conduct the SIR.
