
Mumbai’s Brihanmumbai Municipal Corporation (BMC) on Monday issued revised sanitation regulations that include new fines and penalties for civil offences. Those who do not follow hygiene rules will face ₹A fine of 250 for spitting in public places and ₹500 fine for littering.
Authorities on February 2 published a schedule of penalties under the revised Solid Waste (Loading and Handling), Cleanliness and Sanitation Regulations 2025. Penalties range from ₹200 a ₹25,000 for various types of civil offences.
The civic body did not limit the punishments for spitting and littering, but also brought rules for feeding animals or birds on its premises. Fine from ₹500 will be imposed on those caught feeding animals or birds in public areas, while washing dishes, clothes or other items could be punished ₹300.
According to BMC Commissioner and Administrator Bhushan Gagrani, the move is aimed at strengthening enforcement and ensuring effective management of solid waste, PTI reported.
Warning against civil offences, the new statutes are in line with the Union Ministry of Environment, Forests and Climate Change’s solid waste management rules, 2016. According to a BMC press release, these guidelines lay down detailed rules for waste generation, segregation, storage, collection, transportation and processing in residential, commercial, industrial, institutional and public spaces in Mumbai city and suburbs. The new rules define the obligations of waste generators, service providers, suppliers and civil administration.

Open swimming in public places – ₹300
Disposal of garbage on roads, paths, footpaths, gardens or other public places – ₹500
Non-separation of bulk wet and dry waste (households) – ₹200
Non-sorting of wet and dry waste (sellers)- ₹750
Non-separation of bulk wet and dry waste – ₹1000
Food outlet without waste bin – ₹750
Improper disposal of fish, poultry and meat waste – ₹750
Dumping dirt in unauthorized places – ₹20,000
Incineration of commercial waste – ₹10,000
Poor disposal of garden waste – ₹200
Removal of construction and demolition waste without a permit – 25 thousand
Maintenance of dirty areas – ₹500
Pollution of large spaces – ₹1,500
Improper disposal of garden waste and felling of trees – ₹200
