
The Election Commission on Tuesday released the draft list of voters in three states and two union territories — West Bengal, Rajasthan, Goa, Puducherry and Lakshadweep — after completing the enumeration phase of the Special Intensive Review (SIR) exercise.
The poll panel directed the Chief Electoral Officers (CEOs) and District Electoral Officers (DEOs) to provide hard copies of the nomination lists to all recognized political parties.

The draft electoral rolls have also been uploaded on the official websites of the respective CEOs and DEOs so that voters can verify their details online. The portals also contain lists of voters marked as absent, shifted, deceased or duplicate.
Earlier on December 11, the poll panel had announced the extension of deadlines for SIR electoral rolls in five states and one Union Territory. As per the revised schedule, the enumeration in Tamil Nadu and Gujarat has been extended till December 14 with the proposal to be released on December 19.

In Madhya Pradesh, Chhattisgarh and Andaman and Nicobar Islands, the census will be completed on December 18, followed by the release of draft lists on December 23. For Uttar Pradesh, the enumeration date has been fixed on December 26 and the draft electoral rolls will be released on December 31, the ECI said in an official statement.
In Assam, 58,000 voters were wiped out
Voters in West Bengal have undergone the sharpest onslaught in a decade, with the SIR bypolls hitting more than 58 million names, redrawing voter profiles across districts, border belts and major constituencies and sparking fresh political volatility ahead of the 2026 assembly polls.
Proposal electoral rolls published on Tuesday show the state’s electorate has shrunk from about 7.66 million voters to more than 7.08 million after names were deleted for reasons ranging from death and permanent migration to duplication and failure to submit census forms.
The EC stressed that this exercise is provisional and subject to hearings.
Mamata Banerjee’s seat
In Kolkata, for example, the data added a sharp political edge. Chief Minister Mamata Banerjee’s Bhabanipur constituency recorded 44,787 deletions – almost four times the 10,599 names struck out in the Nandigram seat of Leader of the Opposition Suvendu Adhikari.

North Kolkata’s Chowringhee saw the highest absolute deletion in the state at 74,553, while Kolkata Port, represented by Mayor and Senior Minister Firhad Hakim, saw 63,730 names deleted. Ballygunge (65,171), Behala East and West (52,000 each), Shyampukur (42,303) and Tollygunge (35,309) also reported widespread deletion.
Among other BJP-held seats, Asansol South saw 39,202 deletions, which is significant considering that Agnimitra Paul won the seat in 2021 by a margin of around 4,000 votes. Siliguri, another key BJP win, saw 31,181 deletions, even as the 2021 margin there crossed 35,000.
Union Minister Sukanta Majumdar he said the launch showed why SIR was “essential”. The TMC said the SIR undermined BJP leaders’ claim that the state hosts “one million Rohingyas and Bangladeshis”, putting the number of voters labeled as “fake” or “ghost” at around 1.83 million.

In Rajasthan, 42 thousand voters were erased
Nearly 42 million voter names were deleted from the draft electoral rolls in Rajasthan during the SIR, according to the state’s Chief Electoral Officer Naveen Mahajan.
Mahajan said on Tuesday that the enumeration forms of 41.79 million voters out of 5.46 million voters could not be collected. Deleted voter names included 8.75 million deceased, 29.6 million transferred/absent, and 3.44 million registered in multiple locations.
Apart from them, he said, around 11 million voters will be issued summons to get their documents.
“As on 16.12.2025, out of 5,46,56,215 voters, 5,04,71,396 voters have submitted their enumeration forms, reflecting overwhelming participation in the first phase of SIR,” Mahajan said.
He said the highest number of voter strikeouts is in Jaipur.
One million voters are not in the draft list in Puducherry, Goa
The names of as many as 1.03 million voters in the Union Territory of Puducherry did not appear in the draft electoral rolls released on Tuesday at the end of the SIR enumeration phase.
The number of voters in the draft electoral roll was 9.18 million compared to 10.21 million when the exercise began on 4 November 2025.

Among other states, as many as 1,00,042 ASD (absent, shifted, deceased) voters were struck out during the SIR exercise in Goa, the poll panel said.

This includes 72,471 displaced or absent voters, 25,574 deceased voters and 1,997 voters who are registered in multiple locations. According to the survey panel, as many as 10,84,992 enumeration forms were collected from voters out of 11,85,034 voters.

In Lakshadweep, 1429 ASDs were removed from the electoral roll. As many as 56,384 enumeration forms were collected. This includes 252 displaced or absent voters, 705 deceased and 472 voters who were registered in multiple places.
