The Chamoli police have arrested the key accused in the Himgiri plantation scam case after 25 years, an officer said. Chamoli Superintendent of Police Surjit Singh Panwar said on Monday (December 16, 2025): “Ravindra Mohan was on the run since 2001. He was apprehended by the Special Operations Group (SOG) police team from Phata in Rudraprayag district.”
The search for the other prime accused, Rakesh Mohan, is still on. According to Mr. Panwar, a complaint was filed against Ravindra Mohan and his brother Rakesh Mohan in 2001 by a person named Shiv Prasad at the Gopeshwar police station.
The complainant alleged that the two brothers started Himgiri Plantation in 1993. They promised investors attractive returns, including doubling their money in a short period, which eventually turned out to be a fraudulent scheme.
In 2001, both the accused went on the run after defrauding the public of millions of rupees. Based on the complaint, a case was registered under sections 406 (criminal breach of trust) and 420 (cheating and misappropriation of property) of the Indian Penal Code.
Both the accused were subsequently declared absconders and non-bailable warrants were issued against them by the Chief Judicial Magistrate, Chamoli. The two remained at large until a recent tip suggested that Ravindra Mohan was likely to attend a private function in his native area. Based on this information, the police laid a trap and successfully arrested him.
After the arrest, Ravindra Mohan was produced before the court and sent to jail. Mr. Panwar mentioned that there is an active and vigorous campaign to nab Rakesh Mohan.
