The state government plans to introduce the Karnataka Flat Ownership and Management Act, 2025 to protect the interests of flat owners and residents, Deputy Chief Minister DK Shivakumar said on Saturday.
During an interaction with apartment owners and members of the Bangalore Apartments Federation (BAF) at the Vidhana Soudha, organized by the Urban Development Department, Mr. Shivakumar said the government was working with stakeholders to get feedback before finalizing the proposed legislation.
He asked those who could not attend the interaction to email their suggestions within 10 days.
Growth in flats
Mr. Shivakumar said the Bill was introduced at a time when Bengaluru has grown significantly, with nearly 19% of its population living in flats, noting that no government has attempted to amend or rework the Karnataka Flat Ownership Act, 1972 since its introduction.
During the meeting, representatives of the flats expressed concern about the unclear transfer of ownership rights and the undivided share of land from builders or developers to flat owners, about the delay in handing over approval certificates and documents, about the non-transfer of corpus funds and ambiguities regarding the condition of common areas and non-residential areas.
Participants also pointed to the absence of a dedicated and time-limited dispute resolution mechanism for association conflicts and called for clearer provisions on redevelopment and amalgamation of aging housing complexes, consolidation of governance under one comprehensive law instead of several overlapping laws, and greater use of technology to facilitate compliance.
“No Praise, Only Votes”
Mr. Shivakumar also used the platform to seek the cooperation of the flat dwellers in the upcoming GBA elections.
“I don’t expect any praise or compliments for the work the government is doing. I want to be remembered for being good to the people. The government belongs to the people. I want nothing but votes,” he said.
