The state government has confirmed that it will play the role of a facilitator to create a level playing field and a strong dispute resolution mechanism to provide comfort to private sector players in the development of Bharat Future City, a first-of-its-kind net-zero city conceived as part of the Telangana Rising 2047 vision.
Industry and IT Minister D. Sridhar Babu assured the group of dignitaries that the government is firm in developing a transparent mechanism for private players who are given plenty of scope to develop the future city. “We welcome private players with open arms,” he said while participating in a panel discussion on “Bharat Future City as a $3 trillion economy magnet” organized as part of the Telangana Rising Global Summit here on Tuesday.
Participants included IGBC National Vice-Chairman C. Sekhar Reddy, JLL Senior Managing Director Sandip Patnaik, ADB Principal Specialist Sanjay Joshi and Deloitte Touche Tohmatsu India LLP Partner (Consulting) Sudeep Kumar Sinha. Surbana Jurong Director of Architecture and Design Vishal Kundra moderated the session.
The discussion focused on the scale of the proposed future city and the participation of the private sector, as it involved many moving parts that continue to evolve, requiring a strong focus on several aspects, including a strong governance mechanism. Mr. Sanjay Joshi said that cities are underutilizing their potential and need to prepare strategic plans to realize their full potential. This required consideration of the economic vision on issues such as land monetization, user fee structuring and other aspects.
Mr. Sandeep said the private sector would be an active participant in the governance framework and the government could take decisions by involving them. “There should be an open platform to allow the private sector to give their inputs honestly,” he said. Mr. Sekhar Reddy advised the government to be blunt and offer incentives to industry, especially medium units, apart from introducing a mechanism for instant approvals.
Future City Development Authority (FCDA) Director General K. Shashanka said the authority provides a planning framework for the all-round development of a future city, a function that is largely lacking in most cities. “We are ready for policy tuning wherever needed to make the city more business-friendly. FCDA is an enabling platform,” he said.
Mr. Sridhar Babu acknowledged that development of the size of the proposed future city would not be possible without the private sector and that the government is ready to provide all possible assistance to the sector to play its part in the ambitious project.
