The Lok Sabha on the first day of the winter session on Monday (December 1, 2025) passed a bill to replace the Ordinance that implements Goods and Services Tax (GST) reforms in Manipur, amid disruptions and opposition protests against the Special Intensive Revision (SIR) of electoral rolls in nine states and three Union Territories.
The first day of the 15-session winter session was frequently disrupted as the opposition insisted on debating the ongoing SIR exercise.
Union Finance Minister Nirmala Sitharaman introduced the Goods and Services Tax (Second Amendment) Bill, 2025 from Manipur in the afternoon after one round of adjournments.
The bill was passed after lunch after a brief discussion and a legal resolution by Revolutionary Socialist Party (RSP) MP NK Premachandra disapproving of the bill was rejected by a voice vote as opposition members protested in the Well of the House.
As the House convened on Monday, Lok Sabha Speaker Om Birla opened the proceedings by paying tribute to former members, including actor Dharmendra and Bharatiya Janata Party (BJP) leader Vijay Kumar Malhotra, among others, who passed away recently.
Mr. Birla then congratulated the women’s cricket teams for winning the ICC Women’s World Cup 2025; Blind Cricket World Cup T20; the women’s kabaddi team that won the World Cup; and athletes representing India at the Deaflympics.
But as soon as question hour began, opposition MPs started shouting slogans to force themselves to discuss the ongoing SIR exercise. Mr. Birla attempted to run the House for about 20 minutes before he left by noon.
When the House reconvened, Ms. Sitharaman introduced three bills, one on tobacco and tobacco products excise duty and another imposing new restrictions on pan masala production, besides making additional demands for grants for 2025-2026. The house operated for about 12 minutes before being adjourned until 2:00 p.m
When the House met at 2 pm, Telugu Desam Party (TDP) member Krishna Prasad Tenneti, who was in the chair, called Mr. Premachhandran to speak on the resolution, but the RSP member told the Speaker that the House was not in order.
The Speaker then called on BJP member Shashank Mani, who spoke in favor of the bill.
The bill was then passed by voice vote amid vociferous protests from opposition parties that poured into the Well of the House. The House was then adjourned for the day.
