Winter session of Parliament from Monday: The bill, which seeks to open up the civilian nuclear sector to private players, is among 10 new pieces of legislation the government has proposed to table in the winter session of parliament, which begins on Monday 1 December.
Apart from the crucial ‘The Atomic Energy Bill, 2025’ which seeks to govern the use and regulation of atomic energy in India, a bill to set up a higher education regulator to replace existing bodies like the UGC is also slated for introduction in the winter session.
According to a Lok Sabha Bulletinthe proposed legislation was christened the Higher Education Commission of India Bill.

The proposed Act aims to establish a Higher Education Commission of India, facilitate universities and other higher education institutions to become independent and self-governing, and promote excellence through a robust and transparent system of accreditation and autonomy. It has been on the government’s agenda for a long time.
The Constitution (131st Amendment) Act, 2025?
The Center also introduced the Constitution (131st Amendment) Bill, 2025 in this session, but later clarified that it was still under consideration. The Bill proposes to include Chandigarh in Article 240 of the Constitution to ensure uniform treatment of other Union Territories which do not have a legislature.
National Highways (Amendment) Bill, also introduced. Another proposed piece of legislation is the Corporate Laws (Amendment) Bill, 2025, which aims to tweak the Companies Act, 2013 and the LLP Act, 2008.

The government also plans to introduce the Securities Markets (SMC) Bill, 2025 in this session, which proposes to consolidate the provisions of the Securities Board of India Act, 1992, the Depositories Act, 1996 and the Securities Contracts (Regulation) Act, 1956 into a streamlined uniform Securities Markets Code.
Two bills from the previous session are also listed for consideration and approval. According to the bulletin, the first supplementary budget for the year is also on the agenda.
The 15-session session ends on December 19. It will be the last session before the crucial budget session, which usually starts on January 31.

The opposition is expected to raise a number of issues, including the transparency of the electoral process, the economy, federalism and the recently announced the Labor Code.
1-The Insurance Laws (Amendment) Act, 2025
– The bill proposes that deepen penetration, accelerate growth and promote ease of doing business in the insurance sector, a parliamentary bulletin said.
-This comes after Union FY25 Budget suggested removing the limits for foreign direct investment (FDI) in the sector from the current 74%. The bill is likely to review and simplify the existing conditions for foreign direct investment in the sector.
2-Insolvency and Bankruptcy Code (Amendment) Act, 2025
– This bill was introduced in the Lok Sabha on 12 August 2025 before being referred to a select committee.

3-Atomic Energy Bill, 2025
-This law aims to regulate the use of atomic energy.

-The proposed reforms would allow non-governmental entities to operate nuclear power generation plants along with the Nuclear Power Corporation of India. This comes at a time when India is aiming to achieve 100 GW of nuclear power by 2047.
4 – Securities Markets Bill, 2025
–This bill aims to consolidate provisions on securities and exchanges The Board of India Act, 1992, the Depositories Act, 1996 and the Securities Contracts (Regulation) Act, 1956 into one code.
5-The Corporate Laws (Amended) Bill, 2025
-This Bill seeks to amend the Companies Act, 2013 and the Limited Liability Partnership Act, 2008 to facilitate doing business and remove certain loopholes as per the Company Law Committee Report (2022).
6- Indian Higher Education Commission Bill, 2025
This bill aims to create a Higher Education Commission of India for the coordination and setting of standards in higher education, research and scientific and technical institutions.
7 – Manipur Goods and Services Tax (Amendment) Act, 2025
This Bill proposes to align with the amendments to the Central GST Act introduced by the Finance (No. 2) Act, 2024 and replaces the Ordinance.
8- National Highways (Amendment) Bill, 2025
The bill amends the National Highways Act, 1956 to facilitate faster and transparent acquisition of land for national highways.
9- Arbitration and Conciliation (Amendment) Bill, 2025
This Bill proposes to amend the Arbitration and Conciliation Act 1996.
10 – The Jan Vishwas (Amendment of Provisions) Bill, 2025
The proposed reforms would allow non-governmental entities to operate nuclear power plants alongside the Nuclear Power Corporation of India.
-This bill amends 17 laws; removes prison provisions for several minor offenses and streamlines penalties for several violations.
-This Bill was introduced in the Lok Sabha on 18 August 20025 and then referred to a Select Committee.
