The Assam government and the All Assam Students’ Union (AASU) have reached a consensus on “most recommendations” of the panel to implement Article 6 of the Assam Accord, 1985, the Chief Minister’s Office (CMO) said.
Clause 6 of the peace accord, which ended Assam’s violent six-year agitation against foreigners, promised appropriate constitutional, legislative and administrative safeguards to protect, preserve and promote the cultural, social and linguistic identity and heritage of the Assamese people.
Representatives of the government and AASU held a third round of discussion on point 6 on Saturday. The session was presided over by Chief Minister Himanta Biswa Sarma.
“…Both the Assam government and AASU have reached consensus on most of the recommendations of the high-level committee at the state level, while a new review committee is to be constituted for timely implementation,” the CMO said in a statement.
The Ministry of Home Affairs appointed a high-level committee in February 2020. Headed by retired Gauhati High Court judge Biplab Kumar Sarma, it was tasked with suggesting ways to implement the vexed clause 6 provisions.
“AASU has sought the formation of a committee to monitor the implementation of the recommendations. They have also asked for a tripartite meeting between the state government, the Center and AASU by January 31, 2026,” Assam Accord Implementation Minister Atul Bora said.
Mr. Bora is the president of the Asom Gana Parishad, a product of the Assam Agitation and an ally of the Bharatiya Janata Party. He heads an eight-member subcommittee created in 2021 to report on how the recommendations can be implemented.
The subcommittee presented its report during Saturday’s meeting.
“Our sub-committee has identified 67 recommendations of the high-level committee, out of which 40 can be implemented by the state government. Fifteen recommendations can be implemented by the center alone and the remaining 12 can be implemented by the state government and the center jointly,” Mr. Bora said.
