
The Rajasthan government on Wednesday (November 19, 2025) decided to set up a dedicated department to link non-resident Rajasthanis (NRRs) settled in India and abroad with the development of the state. This department will provide a platform for dialogue and cooperation between the Rajasthani diaspora and the state government.
The state cabinet approved the proposal to set up a new department for national and international NRR in a meeting convened at the chief minister’s office in Jaipur. Other decisions included the approval of a global capacity center policy and the creation of a joint venture to establish new coal-based thermal and solar power projects.
The ministry would lay down a policy framework to extend the benefits of government schemes to NRRs and strengthen their ties with the state, Industries Minister Rajyavardhan Singh Rathore said at a press conference after the cabinet meeting.
“Besides solving their problems, the department will organize events and exchange programs for NRRS,” Mr. Rathore said.
Chief Minister Bhajan Lal Sharma announced the creation of the new department at the NRR conclave held during the Rising Rajasthan Global Investment Summit here in December 2024. The first Pravasi Rajasthani Diwas will also be observed in Jaipur on December 10 along with the ‘Rising Rajasthan’ partnership expert conclave in the global sector to tap key diasporas.
The Rajasthan Foundation has so far functioned as the state’s nodal department for diaspora outreach. Mr. Rathore said the approval of the Global Capability Center Policy will lead to the creation of more than 200 GCCs by 2030, making Rajasthan a global innovation and investment hub and creating 1,50,000 jobs.
“Rajasthan will contribute significantly to the Rs 100 billion GCC market in the country. Through this policy, the state government will develop cities like Jaipur, Udaipur and Jodhpur as GCC hubs,” Mr. Rathore said. GCCs will receive a capital investment subsidy of 30% of the project cost and a land cost incentive of up to 50%.
Deputy Chief Minister Prem Chand Bairwa said Rajasthan Rajya Vidyut Utpadan Nigam and Singareni Collieries Company Limited will hold 26% and 74% stakes respectively in the new joint venture. It will set up an 800 MW coal-based thermal power project at a cost of ₹ 9,600 crore and a 1,500 MW solar project at a cost of ₹ 6,000 crore.
