GUWAHATI
Members of the All Bodo Students’ Union (ABSU) and other signatories of the 2020 Bodo Accord will stage protests in New Delhi to press the Center to implement the peace pact clauses and fast-track the 125th constitutional amendment to Article 280.
The protests are part of an elaborate program on November 20 and 21 that is expected to bring together tribal representatives, political leaders, legal scholars, former peace negotiators and community groups from Assam and the northeastern region beyond.
“The initiative is embedded in a broader constitutional conversation about tribal autonomy, federal accountability and the need to honor peace agreements beyond ceremonial confirmation,” the ABSU said in a statement.
According to the Union, the discussions will cover the status of entities promised to the Bodoland territorial region, incomplete council restructuring, delayed establishment of village and municipal bodies, gaps in fiscal empowerment and the promised Scheduled Tribe (Hills) status for the Bodo-Kachari people of Dima Hasao district in central Assam and Karbi Anglong.
“One of the main areas of focus is the delay in the 125th Amendment to the Constitution linked to Article 280 and the Sixth Schedule, which is pending despite Cabinet approval in 2019,” an ABSU spokesperson said.
Article 280 of the Constitution of India establishes a Finance Commission, ideally constituted every five years, to recommend the allocation of fiscal resources between the Center and the states and to augment the resources of panchayats and other local bodies.
Tripura Welfare Minister Sukla Charan Noatia, former Bodoland Territorial Council Chief Pramod Boro, Assam MPs Amarsing Tisso and Jayanta Basumatary and senior faction members of the erstwhile Boroland National Democratic Front, Bodo Sahitya Sabha and affiliated organizations are expected to participate in the protest programme.
