Distribution of enumeration forms as part of ongoing special intensive revision (SIR) of electoral rolls in key urban areas of Ernakulam district remains a challenge for booth level officers (BLOs), according to a field work status report.
While the forms have been given to most of the voters in 11 of the 14 assembly constituencies in the district, three segments — Thripunithura, Ernakulam and Thrikkakara — covering the major urban areas are lagging behind in the distribution of forms, according to a status report on data processed till 12:00 noon on Saturday, November 12 (November 25, 2009). Forms were distributed to only 70% of voters in three segments, while numbers exceeded 80% in most of the remaining segments.
Kunnathunad and Angamaly topped the distribution chart with forms allocated to 93.67% and 93.66% voters in the segments. In Kunnathunad, 1,77,870 of the total 18,98,81 voters and 1,68,402 of 1,79,808 in Angamaly were distributed. Other segments where over 90% of the molds were distributed are Aluva (90.86%) and Vypeen (91.67%). Perumbavoor, Kalamassery, Muvattupuzha and Kothamangalam recorded distribution of more than 85% forms.
Thripunithura found itself at the very bottom of the list with forms distributed to only 67.24% voters. Ernakulam and Thrikkakara have distributed forms at 70.76% and 70.73% respectively. The forms were distributed to less than 50% voters in 21 booths in Thripunithura and 15 booths each in Ernakulam and Thrikkakara.
District officials as well as BLOs involved in the segments cited the urban nature of the segments for the low values. BLOs report difficulty in tracing voters in urban areas, many of whom are believed to have moved to other locations.
District Collector G. Priyanka has initiated measures to rectify the loophole, including convening meetings with representatives of residents’ associations and flat owners’ associations seeking cooperation in finalizing the procedures, besides urging those outside the district to use the online facility to fill the enumeration forms. She also urged the voters to use the online facility to find the contact details of the respective BLOs if they have yet received the enumeration forms.
A total of 22,00,565 forms were distributed in the district as of Saturday noon, representing 82.94% of the total 26,53,065 voters.
