Facing the threat of a mass exodus by bureaucrats, the Jammu and Kashmir administration on Friday (Nov 14, 2025) suspended an officer of the rank of Deputy Superintendent of Police (DSP) for allegedly beating an officer on duty.
Acting on the order, the lieutenant colonel-led administration that controls the J&K Police has suspended Sunil Singh, who was serving as Sub Divisional Police Officer (SDPO), Gandhi Nagar, Jammu, “pending enquiry”.
The order said the suspension was initiated under Rule 31(1) of the J&K Civil Services (Classification, Review and Appeal) Rules, 1956. “During the period of suspension, DSP Sunil Singh will remain attached to the J&K Police Directorate,” it added.
On November 10, according to a letter from Jammu and Kashmir Administrative Service (JKAS) officials sent to the LG administration, a police officer along with his personal security personnel allegedly “assaulted, abused and illegally detained Azhar Khan, a JKAS officer”. A JKAS officer serves as Block Development Officer, Nagrota, and Nodal Officer (Transport) for Assembly Constituency 77 – Nagrota. Another official, Abbas Ali, was also allegedly assaulted during the episode, officers said.
In a rare move, JKAS officers have threatened a “mass casual leave to protest the alleged assault and harassment of an officer”. It alleged that Mr Khan was allegedly manipulated and later included in a “false and fabricated FIR”.
“The incident has badly shaken the morale of officers involved in vital electoral duties. Such conduct undermines the dignity and safety of civil servants performing lawful duties and raises serious concerns about institutional protection. In solidarity with their colleague, the police officers have decided to go on mass casual leave with immediate effect until strict action is taken against the ‘errant officers’ and mechanisms are put in place to prevent a recurrence.”
