
University of Faridabad, picking up 2,900 kg of explosives and a few hours later a powerful car blast near the Red Fort that killed 13 people. Eight people have been arrested and many detained in the three days since November 10, with information coming in a confusing, sometimes conflicting stream.
As multiple agencies join the dots from Kashmir, Haryana, Delhi and Uttar Pradesh to create a terror plot centered around three doctors from South Kashmir, here’s what we know so far based on what officials have said.

Dr. Muzammil Ahmad Ganaie alias Musaib
The plot began to unravel on the morning of 10 November 2025, when police reported that 360 kg of ammonium nitrate was recovered from his rented accommodation at Faridabad’s Al-Falah University, where he worked. Ganaie hails from Koil village in South Kashmir’s Pulwama district.
Shortly afterwards, the Jammu and Kashmir police, which is coordinating the operation with their counterparts from various states, said 2,900 kg of explosives had been recovered from the university and its surroundings and a “white-collar” terrorist cell had been busted.
Dr. Umar the Prophet
A 28-year-old man from Qazigund in South Kashmir was driving the car that exploded on the evening of 10 November 2025. His involvement was confirmed after his mother’s DNA samples matched body parts found at the scene. Nabi, who also worked at Al-Falah, is considered the most radicalized of the lot.
On that fateful Monday (November 10, 2025), he drove the Hyundai i10 around the city, parked it at the Red Fort site for three hours, and then drove it slowly in the evening. It is believed that explosives were in the car and he may have panicked. There was no shrapnel.
It is likely that he was assembling a vehicle-borne improvised explosive device (VBIED) after taking lessons on its construction and detonation circuit from open sources available on the Internet, officials said. Officials said there may have been a premature explosion.
Rather Dr. Muzaffar
Police are looking for Muzaffar, also from Al-Falah and Qazigund. He came under the scanner after questioning those who were arrested. They told their investigators that Nabi, Ganaie and Muzaffar traveled to Turkiye for 18 days in 2021. He left India in August and is believed to be in Afghanistan.
The police moved Interpol for issuing a Red Corner notice against him. They said the three were running the entire ‘white collar’ terror module and to talk to their handler in Pakistan.
Dr. Shaheen Sayeed
The doctor from Lucknow, the only one of the eight arrested who is not from Kashmir, was privy to the plot hatched by the three doctors. She knew about the planned logistics, apparently in time for the Babri Masjid demolition anniversary on December 6, 2025.
She told her interrogators that the three doctors helped widen the net and tied up others. Among them was Haryana preacher Maulvi Ishtiyaq, who is detained by the Jammu and Kashmir police and whose rented premises in Al-Falah were also used for storing explosives.
When it all started
On the night of 18-19 October 2025, posters of the banned JeM appeared on walls near Srinagar city. The posters warned of attacks on police and security forces in the valley.
The Srinagar police decided to treat the matter as a serious matter and not just a one-off incident. A criminal complaint was registered against unknown persons and a team was formed to thoroughly investigate the matter. Three people — Arif Nisar Dar alias Sahil, Yasir-ul-Ashraf and Maqsood Ahmad Dar alias Shahid — were arrested after CCTV footage showed them pasting posters.
During interrogation, they named a former health worker turned preacher, Maulvi Irfan Ahmad of Shopian, as the one who supplied the posters. He was arrested.
This was the thread that led to the unraveling of the plot. It was his questioning that eventually led investigators to Al-Falah University and a group of Kashmiri doctors.
He was also involved in the radicalization of Ganai, Umar and Muzaffar, officials said. The three started stockpiling ammonium nitrate, potassium nitrate and sulfur in small quantities from the open market and storing them, they added.
Details of the plan were pieced together after questioning eight people arrested for their alleged links to the Faridabad-based JeM and talking to their family, friends and neighbours.
Eight arrested
Dr. Adeel Rather, Muzaffar’s brother, was arrested in Saharanpur on 7 November 2025. An AK-56 rifle and other ammunition were seized from his locker at Anantnag Hospital. His role is not clear.

Al-Falah University
The hitherto unknown university in Dhauj village in Faridabad, adjacent to Delhi, started as an engineering college in 1997. Spread over an area of 76 acres, it now houses a medical faculty, a 650-bed hospital and a center for medical sciences and research. In addition, three colleges — Al-Falah School of Engineering and Technology, Brown Hill College of Engineering and Technology and Al-Falah School of Education and Training — operate within the campus.
Police have so far seized three cars belonging to the accused from Faridabad and adjoining areas. Inquiries are ongoing to determine if any other VBIED was assembled.
