The Karnataka High Court on Wednesday directed the Karnataka Examinations Authority (KEA) not to complete the allotment of seats for medical and dental courses in the third round of counseling by October 30 based on the provisional seat allotment list released on October 24.
A division bench comprising Justice Jayant Banerji and Justice KV Aravind passed the interim order on petitions filed by Chandana M. Chavan and several other students.
Primary complaint
The primary grievance of the petitioners is that less meritorious students on the basis of NEET rank were allotted seats in the provisional list announced for the third round in view of the procedure and accepted criteria for allotment of seats in the third round of counselling.
The petitioners alleged that the procedure adopted by the KEA was against the procedure adopted for allotment of all India quota seats in all government colleges across the country and the procedure used in many states for admission to medical courses, the petitioners said.
Forcing students to join colleges in which they were allotted seats in the second round and not allowing them to participate in the third round against subsequent vacancies in several colleges resulted in government quota seats being allotted to less meritorious students who were not allotted any medical seats in the first two rounds.
The students refused the chance
The KEA procedure also denied a chance to some students who got a higher fee seat in private colleges in the second round to opt for a government quota seat in the third round even though a seat was available for their rank as they could not attend the third round, the petitioners alleged.
