The state government has amended the memorandum of association (MoA) of the Kerala State Ex-services Development and Rehabilitation Corporation (KEXCON) to allow employment of ex-servicemen for security-related assignments in Union Public Sector Undertakings (PSUs) in the state.
Union PSUs can take security cover from agencies sponsored by the Directorate General of Resettlement (DGR), an affiliate of the Department of Ex-Servicemen Welfare under the Ministry of Defence. Although KEXCON was associated with DGR as a security agency in 2013, provision of KEXCON’s empanelment was taken over by DGR, with security services not included in KEXCON’s memorandum of association.
In late March this year, KEXCON’s Director General Welfare Department wrote to Sainik regarding the need to amend the MoU to include employment of ex-employees in security-related arrangements as part of the scope of work. According to the MD, security services of Union government institutions in Kerala like Gas Authority of India Limited (GAIL), oil companies, Food Corporation of India (FCI) and others, which are controlled and allocated through DGR, may further be allotted to KEXCON, which will ensure more job opportunities for ex-servicemen.
According to another newly included clause, KEXCON will provide technical consultancy for integrated security, including the installation of electronic devices and security personnel in the form of conducting security audits of establishments.
