
The Bihar Assembly elections are around the corner and it’s time to look back at how the House has fared in the last five years.
According to a report by the Association for Democratic Reforms, the Bihar Assembly met on an average of 29 days a year between November 2020 and July 2025. During these five years, 146 sessions were held in a span of 265 days.

Who asked the most questions?
The highest number of questions, 275, were asked by Arun Shankar Prasad, BJP MLA from Khajauli constituency, during the 17th Bihar Assembly.
He is followed by Manohar Singh Prasad of the Congress, who is the legislator from Manihari reserved tribal seat. Prasad asked 231 questions.

The other two MLAs on the list, Mukesh Kumar Yadav, Bajpatti MLA of RJD (230) and Ajay Kumar, Bibhutipur MLA of CPI(M), asked 231 and 230 questions respectively.

A party-wise analysis of the average number of questions asked shows that AIMIM, which has only one MLA in Bihar, is leading the pack with 168 questions.
On the other hand, BJP’s average of questions asked by its 82 MLAs is 86, while the same for Congress (17 MLAs) is 136.

Which topics dominated the questions?
Among the main categories of questions asked in the discourse, Rural Work, Education and Health dominated. While Bihar legislators asked 3,055 questions related to rural works, 2,795 questions related to education and 2,248 questions related to health.

How many MLAs switched parties?
17 MLAs switched parties during the 17th Bihar Assembly, with seven of them switching to the BJP from various opposition parties.

During this time, Chief Minister Nitish Kumar himself dissolved his government twice. He first quit the NDA in August 2022 after contesting the 2020 assembly elections in alliance with the BJP-led faction and joined the Mahagathbandhan. In January 2024, he changed parties again, rejoined the NDA and resigned as CM. On the same day, he was again sworn in as CM, now for the ninth time in 24 years.
