Deputy Minister of DK Shivakumar on Wednesday (October 8, 2025) said he had moved heaven and country to solve the garbage problems, but the involvement of the mafia stopped progress.
During the discussion of “GBA: Transformative Vision for Bengalur with GBA” he organized BPAC and Mount Carmel College.
During the meeting of the government’s “transformation vision” for Bengalur, through greater bengalur (GBA), he said that the city’s challenges are deeply rooted and require coordination between more agencies.
Across the parties
“Even BJP was not successful, and we (Congress) are not yet, because the mafia does not allow us to work. I move through heaven and earth, but the mafia is involved,” he said.
Mr. Shivakumar said that it seems that Bengaluru is making “more noise” in terms of potholes and bad roads than other cities due to its open media environment. “Bengalur is given subtitles because we are free here, media and social media without restrictions. But in other countries like Tamil Nadu or Andhra Pradesh, the media cannot work freely,” he said.

Why GBA now?
When he spoke of the creation of the GBA, he said: “The goal was to bring better coordination and responsibility between departments. Every citizen should know what to contribute and what the government will do. We are politicians, but we never decide separately, consult all parties.”
Urbanization is a big challenge for each country, said Mr. Shivakumar, adding that people are coming to Bengalur for education, employment and better standard of living. “I’m from a village near Bengalur to the south. My parents brought me here for quality education and I never came back. This is the story of all here,” he said. He also noted that the strong educational base of Bengaluru made him a talent that can challenge any city. During the holding of SM Krishny as the main minister, the population of 70 lakhs was, now it is 1.4 crore, he said.
Referring to a recent problem concerning the logistics startup of Blackbuck, he said: “He threatened us to return. However, he came here because he earned. People come here and trade because it is a talent.” However, the growth of the city has brought complex problems. Mobility, solid waste management and drinking water are the biggest problems, he said, stressing that Bengalur now has 1,27 vehicles of registered crore and its population could soon touch two crore.
He also added that 50% of seats in the new civil departments will be reserved for women. “We need more female leaders from Panchayat to Parliament. They are creators of family decisions, they should also be part of the public administration,” he said.
Tunnel Road
Regarding criticism of projects like the tunnel Road, DCM said, “You can’t satisfy everyone. Everyone wants to own a car and then complain about traffic. Time is money, I no longer want people to get stuck in operation.”
“Whatever we do, there are some sadists here. Now people say with a tunnel road, I will influence Lalbagh. I’m not a crazy man. Just around the rock part is planned.
“Regardless of the law of the Congress, no other government can change. Even during the GBA negotiations, the leaders of BJP and JD (s) also gave their proposals,” he added.
