Afghanistan reigning Foreign Minister Amir Khan Muttaqi will reportedly travel to India next week after the UN Council Sanction Committee approved an exception to the ban on traveling the imposed leader of the Taliban.
It would be the first ministerial visit from Kabul to India after Taliban seized power in Afghanistan in August 2021, the PTI press agency reported.
The planned visit to India Muttaqi last month was dismissed after he could not get the way.
Muttaqi, “considered a prominent member of the Taliban”, also served as a representative of the Taliban in interviews conducted by the UN during the Taliban regime, the UN said.
The Committee includes all 15 UN Security Council members and decides with consensus.
Prohibition of traveling to Afghan Minister
The UN Security Council reported Muttaqi 25 January 2001. It was the subject of a ban on traveling, freezing assets and weapons embargo.
The Committee of the Security Council, established according to the 1988 Resolution (2011), on 30 September 2025 “approved an exception to the ban on traveling Amir Khan Muttaqi to visit the new Dilli in India from 9 to 16 October 2025”, according to information on the website of the sanction.
1988 Taliban The Committee for Sanctions is currently chairing Pakistan. Two Vice -Presidents for 2025 are Guyana and Russia.
In May this year, the Minister of External Affairs with Jaishankar said he had a “good interview” with Muttaqi and “deeply appreciated his condemnation of the terrorist attack of Pahalgam”.
Jaishankar “Welcome his firm rejection of recent attempts to create distrust between India and Afghanistan through false and unfounded reports. He emphasized our traditional friendship with Afghan people and continued to support their development needs.
India has not yet recognized the Taliban settings and stood up to create a truly inclusive government in Kabul.
The new Delhi also insists that Afghan soil must not be used for any terrorist activities against any country.
