The Andhra Pradesh State Assembly approved the draft Act on the Amendment of the State Office for the Development of Aquaculture (APSADA) from 2020, which aims to streamline aquaculture operations, simplify license procedures and update outdated terminology.
Inserting the bill in the Chamber of Deputies on Wednesday, Minister of Animal Breeding, Milk Development and Kinjarap Fishing atchnaida said that these measures were designed to simplify regulatory processes, support compliance with farmers and operators and strengthen the administration of the Aquaculture Sector in Andhra Pradesh.
The proposed changes come in response to feedback collected from the parties, operating calls under the current law and the need to increase sustainability and economic efficiency in this sector.
The changes are trying to make the law more user -friendly and solve the concerns raised during a number of consultations with the parties. One of the key proposals is to facilitate the approval of old registrations farmers of aquaculture who did not complete this process in a specified period.
These confirmations would be allowed after payment of the license fee, along with 50% late fee, which would benefit approximately 20% of the aquaculture farmers.
Another significant change is the revision of the validity of the license. Currently, licenses for business operations and related activities have been issued for life.
The proposed changes would reduce the validity of one year for aquaculture business operations and five years for aquaculture activities that would correspond to the provisions of the Central Aquaculture Authorities of 2005 and ensure financial sustainability for the APSADA.
