Several terrorist entities, including Khalistan violent extremist groups, continue to receive financial support from Canada for activities related to politically motivated violence in the country, according to the new report published by the Canadian Ministry of Finance.
The evaluation of money laundering and the financing of terrorists from 2025 states that some Khalistan groups, including Babbar Khalsa International and the International Youth Federation of Sikh, in the category of politically motivated violent extremisms (PMVE), and signed to use networks, including those who are not deepened.
The evaluation defines PMVE as “the use of violence to create new political systems or new structures and standards within the existing systems”.
These groups are referred to as terrorist entities under the Canadian Criminal Code, which also includes Hamas and Hezbollah.
It explains that while such extremism can include religious elements, it is primarily driven by political self -determination or representation than racial or ethnic domination.
“Several terrorist entities referred to in the Canada Criminal Code, which fall into the PMVE category, such as Hamas, Hezbollah and Khalistans forcible extremist groups Babbar Khalsa International and the International Youth Federation Sikh, were observed by financial support from Canada.”
In particular, the Canadian Financial Intelligence Agency, FINTRAC, in its operational warning in 2022, identified Hezbollah as the second most frequently identified international terrorist group that received funds from Canada.
The new 2025 evaluation elaborates the financing methods used by PMVE groups.
Khalistan extremist elements, especially those advocating violent means to establish an independent state in a pandjab, are also suspected of raising funds through similar channels.
Meanwhile, it is known that Hamas and Hezbollah, described as “well with resources”, use more ways, including cash services (MSB), banking sector, cryptocurrency, sponsorship and abuse of charity and non -profit organizations (NPOS).
“These groups have previously had a large fundraising network in Canada, but now they seem to consist of smaller individual pockets with loyalty to the cause, but seemingly no special association for a particular group,” the report says.
One of the key concerns in the report was the abuse of non -profit and charity activities, the method widely documented in the case of Hamas and Hezbollah. Similarly, Khalistan networks have required gifts from the Diaspora communities, including NPO, to obtain and convert funds.
“The abuse of the charity and NPO branches has been observed as a prominent method of financing used by Hamas and Hezbollah. The Khalistan violent extremist groups are also known to use networks to obtain gifts from Diaspora Communities to obtain and move funds, including NPOS.
Formerly Canadian Prime Minister Agency, Canadian Security Intelligence (CSIS), officially acknowledged that Khalistans extremists use Canadian land for promotion, fundraise and planning violence in India.
In its annual report published in June, CSIS outlined some key concerns and threats for Canadian national security.
The CSIS report by the Canadian news agency categorically states: “Khalistans extremists continue to use Canada as a base for promotion, fundraising or planning violence, especially in India.”
India raises concerns about Khalistan extremists working from Canadian land for years, but Canada has largely closed his eyes on this issue.
The CSIS report confirmed that Canada has become a safe refuge for anti-index elements and verifies concerns about India that have been raised for years.
