The Union Public Service Commission proposed to set up the Excellency Center as a storage of proven UPSC and various state commissions (PSC) as part of the upcoming celebration of the anniversary of the year, said its chairman Ajay Kumar on Wednesday.
Ajay Kumar said that the idea of COE Center (COE) will serve as a knowledge center of standard operational procedures (SOP), innovation and key with UPSC and PSC state.
Chairman calls for proposals
Kumar stressed that while the UPSC will take the management in the establishment of COE, the active contribution of state PSC in sharing knowledge and proven procedures will be essential.

He also invited the inputs and proposals of all PSC chairmen for the proposed COE.
Kumar added that COE will not only benefit the UPSC and State PSC, but also help other national recruitment authorities in strengthening their investigation and selection processes.
His announcement of the new initiative came to the chairman of the meeting with the chairmen and members of the PSC, in the presence of UPSC members Dinesh Dasa and Anuradha Prasad.
The meeting was organized through a video conference to seek the participation and cooperation of the state PSC for UPSC celebrations from 1 October 2025 to 1 October 2026.

He emphasized the shared vision of recruitment of efficient, impartial and competent civil servants and remembered the unique robust character of the Indian recruitment system, according to which the Lakhs of Talented Youth have been selected over the decades to serve the nation through the UPSC and PSC.
Kumar also reminded that the UPSC was founded 1 October 1926, and the celebrations of the centenary provide a moment to think about the past, celebrate the present and represent the future of public service recruitment.
During the meeting, the UPSC chairman also remembered the success of the portal “Pratibha set”, through which candidates who achieved the interview phase but could not get into the final list, were given opportunities for recruitment in half-riding, quasi-judges and private organizations-UPSC binding.
The state PSC has emerged several valuable proposals, in particular the needs of raising awareness of public service tests in aspiration districts, many of which are still witnessed by low participation, according to the statement issued by the UPSC.

Members stressed that despite the huge talent fund in these regions, limited access to information, instructions and resources often act as an obstacle to deserved youth, she said.
