On Tuesday, the state government represented a greater authority of Bengaluru (GBA), chaired by the Chief Minister and co -chaired the Minister of Development Bengalur. GBA will come into force immediately, said the order.
While the civic limits of the city will be divided into five corporations, the GBA will be Mr. City’s point in charge of coordination between more corporations and parastatals.
On Tuesday, the government also issued an order named M. Maleshwar Rao, currently the Chief Commissioner Bruhat Bengalur Mahanagara Palike (BBMP) as the main commissioner, GBA.
GBA has three officials – the main commissioner, who is a member of the GBA, the city’s main planner and the main engineer. However, the GBA, which also has the task of balancing the income imbalance among more corporations, is not subject to financing.
The GBA has all 28 mills, four Lok Sabha, 11 MLC and six members of Rajya Sabha with their votes in Bengalur, including the Minister of Finance of the Union of Nirmal Sitharaman, as members. He also has the mayors and commissioners of five corporations in the city, and he is expected to come into force from 2 September as members.
On one platform, the heads of all parastals of the city were brought on one platform, including planning authorities, power, water, transport services, including BMTC, BMRCL, Dult and Bmlt, municipal police and fire and emergency services. The lack of coordination between different parastats was one of the major obstacles to the coordinated city development.
Many exclusion
The GBA government command also ruled out some others. For example, the company for the development of railway infrastructure (Karnataka), head of suburban railway and Bengaluru Smart Infrastructure Ltd. (B-Silemi), a special special-purpose vehicle that has recently been created for projects at the head of Mega infrastructure in the city is not represented at the GBA. While the police commissioner Bengaluru is a member, a joint police commissioner (operation), Bengaluru is not.
The draft law on the Greater Bengalur Government, 2024, presented by the Committee of Bengalur Bengalur, also had ministers for domestic, energy and transport departments as GBA members. However, the bill, which was made by law by the State Government, has abandoned them as members of the GBA, which is argued by many civil activists in the coming days.
The foresight of more applications for litigation in the field of public interest (Pils), which challenges the larger law on Bengalur, 2024, is the GBA, which the proposal and opposition party Bharatiya Janata (BJP) claims to be “unconstitutional” because the Constitution does not provide the government between corporation and state government and undercut corporation. In response to this argument in the recent closure of the legislative meeting in Karnataka, the state government introduced a change in the law that explains that GBA has no powers to interfere with corporations.
