From the next month, the Indian Election Commission will launch a special intensive revision (Sir) of election roles in Odisha, with preparations for mobilization of labor for 45,000 stalls throughout the state.
Sir is done after 24 years. “We will carry out Sir in addition to a special summary revision carried out every year. ECI asked all states to make Sir,” said RS Gopalan, chief election officer Odisha on Monday (August 18, 2025).
“As part of Sir, we will receive a completed form filled in by voters this year. The form will be on their capacity. Voters are obliged to submit support documents with forms,” said Mr. Gopalan.
“During the last Sir, officers at the stand level (BLOS) went to every house and found the presence of voters. They just checked in their notes and left. This year, the enumerations will be filled,” he stressed.

Duplicate epic
He said that during routine revisions it was found that 7,000 epic numbers in Odisha correspond to the epic number of voters outside the state. “We released new epics with changed numbers,” said Mr. Gopalan.
“Intensive preparations are underway. We will require the state to cover 45,000 stalls. We currently have 38,000 stands. Another 7,000 people can be easily mobilized. They should be permanent government employees, preferably teachers.
After SIR, the CEO will publish a proposal of role 6 January, but there will be no change in data for submitting objections and reviews. If ECI wishes to extend the data of these processes, the data will be naturally extended, he stressed.
BJD’s appeal has been delayed
Janata has moved to the Supreme Court, dissatisfied to the response to the accusation of the inconsistencies observed in the vote during the elections 2024, Mr. GoPalan said, “I clarified my concerns twice.
“There are 30 cases related to the elections waiting in different courts. Three of them have been rejected. There is no ECI and party,” he said.
