Haryana Cabinet clarifies industrial policy, rules to curb pollution from vehicles

The Haryana Cabinet on Monday approved the Make in Haryana 2026 industrial policy, which aims to attract ₹5 crore worth of new investment, create 10 million jobs and boost the state’s export numbers in the next five years.

The industrial policy provides capital subsidies for new industrial investments, recruitment of youth registered on the Haryana Kaushal Rozgar Nigam portal and incentives for research and development.

According to an official statement, the job creation subsidy has been increased from ₹ 48,000 to up to ₹ 1 lakh per employee per year for 10 years to encourage local employment.

The Cabinet meeting presided over by Chief Minister Nayab Singh Saini also approved rules for licensing of aggregators under the Haryana Motor Vehicles Rules, 1993. The rules are in line with the guidelines issued by the Ministry of Road Transport and Highways and Air Quality Management Commission guidelines.

The statement added that the move is aimed at promoting clean mobility, curbing vehicular pollution and improving air quality in the state’s National Capital Region (NCR).

As per the amended rules, all new vehicles added to the fleets of aggregators, delivery service providers and e-commerce entities in NCR areas from January 1, 2026 must run on CNG or other cleaner fuels, or should be electric or battery powered.

Besides, only CNG or electric auto-rickshaws will be allowed for new entries in existing fleets in NCR areas, he added.

The Cabinet also approved the replacement of Rule 86A of the Haryana Motor Vehicles Rules to create a comprehensive regulatory framework for app-based passenger aggregators and delivery service providers in the state.

According to the statement, the new provisions include mandatory licensing of aggregators and delivery service providers, driver and vehicle boarding standards, passenger safety measures, grievance redressal mechanisms, induction and refresher training programs, driver and passenger insurance, cyber security compliance for apps and fare regulation.
