The Ladakh administration on Saturday (October 4, 2025) said that 30 out of 70 young people detained during the September 24 protests were released and ensured that land resources, jobs and livelihoods remain protected in the region.
“In terms of detainment of 70 young people who were mistaken for their personal gains, 30 were released. We will ensure that young people are included in any difficulty and no innocent misleading,” Pawan Kotwal, Chief Secretary of Ladakhu. He said that 40 young people who are in custody will be released on court orders.

Meanwhile, the Dorjay Gyaltsan Member Member said, “Magistial investigation of violence is not in the right direction. The detention is harassed.”

Referring to the detained activist Sonam Wangchuk said Mr. Kotwal: “The investigation would show that some leaders worked in a negative way and played with the future Ladakh. Heat the prospect of positive interviews with the government, leading to most of the requirements, which would be a negative and sabotage process for personal and political edges.”
“Predictive approach to derailment of interviews”
In a sloping reference to Mr. Wangchuk, Mr. Kotwal said: “Some elements with the predicted approach worked to derail (interviews) of the process and continued on a hungry strike and mislead people and created the law and order, resulting in an unfortunate loss of four rare lives,” he said.
He said that continuing investigation would prove the same. “All the details would be clearly coming out during the investigation. We must allow the investigation to continue smoothly. Such an episode could be prevented if some leaders increase over politics and urged hunger and continued dialogue according to the announced agenda,” Kotwal said.
Referring to the Ministry of Domestic Affairs mentioned High Executive Committees (HPC), which is to talk about the requirements of Ladakhis, Mr. Kotwal said that the government has always expressed the desire for open and constructive dialogue, and the stalls have committed to fulfilling people’s aspirations.
He said that land resources, jobs and livelihood Ladakhis would remain protected. “The government would continue to work with Ladak people on its ecosystem and cultural identity. It is repeated that it has carbon neutral Ladakh. Nothing will happen without consulting the locals.

He also assured that there was no demographic change or cultural genocide in Ladak. “Such statements are misleading and wanted to create a smoke screen,” he added.
He said that the question of other seats Lok Sabha should be launched at the time of definition. “Our policy on Lok Sabha’s seats is not only based on the population and Ladakh will remain a priority,” he added.
He said that Ladakh-Centre’s interviews have so far brought positive results, while referring to available laws that reserve 85% of jobs for planned tribes (ST) in Ladakh.
“So far we have had fertile meetings and results. The dialogue process has brought significant results by increasing the reservation for Ladakh STS from 45% to 85%. One third of the reservations in Ladakh Council for women for women.
Recruitment at 1,385 posts
Mr. Kotwal said that the Ladakh administration was in the process of recruitment for 1,385 contributions granted through the Council for the selection of Ladakh employees subordinate services. More than 3,000 contributions have been occupied in the last three years.
The statement of the main secretary comes 10 days after he witnessed a violent protest against the requirements of Ladakh’s statehood, his inclusion in the sixth schedule of the Constitution, another chair of Lok Sabha and the public service commission.
Meanwhile, the mobile internet remained suspended on Saturday. Schools reopened to the primary level, but higher classes remain suspended, the officials said.
Meanwhile, the prominent Buddhist priest Kushok Thiksey, who is the head of Lama and the former parliament, called on Ladakh’s inhabitants “respond to recent events with peace, non -violation and calm”. He also called on the new Delhi to “address Ladakh’s four -point agenda through peace and sincere dialogue”. He also urged administration to resolve public concerns about restrictions and empathy and ensure confidence and stability in the region.
