
The Minister of Education in Dilli Ashish Sood submitted on Monday “School Education in Delhi (transparency in fixation and regulation of fees), Bill, 2025” in the Assembly in Delhi.
Minister Rekha Gupta, led in Delhi, stated that the proposed law would regulate the increase in any fees by private schools in the national capital and will give relief to the lakes of students and their families. SOOD said that the proposed legislation is trying to end the commercialization of education and take steps against those who use it for profit.

“Education is not a matter to be sold. The aim of this bill is to stop commercialization of education. We bring a bill to bring measures against mafia on Monday who sell education …” Sood said, submitting the bill on Monday.

“Permanent solution”
SOOD said the proposed legislation would provide “a permanent solution to a long -term problem affecting millions of parents and children in Delhi”.
The draft bill, which was approved in April by Delhi led by Rekha Gupta, includes all 1,677 private schools in the capital. Proposes extensive reforms of the system of regulation of fees regulation, including three -stage compensation, sanctions to £10 Lakh for breach and mandatory role for parents in deciding on fees structures.

“This bill is a small effort in honor of the vision of Dr. Mukherjee and ensure that education does not become a burden for the Indian people, but instead becomes a way that leads them to a better future,” Sood said later.
What does the bill proposes?
The bill proposes to establish three key committees: the Committee for Regulation on fees for school fees, the Appeal Committee of the District Fee and the Audit Committee.
It prohibits any school from collecting fees beyond what has been approved under it.
School level
Each private school must consist of a committee for regulation of fees at the school level every year on July 15. The committee will include five parents from the Association of Parents (PTA) selected by drawing land. It also includes at least two women and at least one other member of the planned caste, planned tribes or social and educational classes.
The committee will also include Deputy Directorate for Education (Doe). The chairman will be a representative of the school management, says the bill.
The school management must submit fees proposals until July 31 and have them approved by September 15.
Upon completion, the structure of fees will remain set for the next three academic years.
The decision of the Committee on the regulation of fees at the school level must come from the “injured group of parents”, which includes at least 15 percent of parents of a particular school. The school can then escalate the matter for the District Appeal Committee by 30 September.
£1- £10 Lakh fine for unauthorized increase in fees
Disputes must be resolved within 45 days at each appeal level. The Audit Committee has final power and its decision will be binding for three years.

Section 8 of the bill reports the criteria for determining fees – the location of the school, the infrastructure, the salaries of teachers and the surplus of income. Section 12 Details of fines.
An unauthorized increase in fees may invite fines between £1- £10 Lakh, doubled every 20 days. The perpetrators of the repetition will be obliged to return excessive fees and may lose recognition if the breach continues.
AAP VS BJP
Sood told reporters that the Aam Aadmi party was sitting in their air -conditioned rooms for ten years, and their parents and their children went with their children with their children for fees. Parents have “concerns”
Some parents have caused problems with the proposed law, in particular the definition of “injured parents”. Others have problems with the selection process of parents’ representatives in the school level.
