1.63 crores voters need not submit any document: Jharkhand CEO

Jharkhand Chief Electoral Officer (CEO) K. Ravi Kumar on Tuesday (June 16, 2026) announced that Jharkhand’s 1.63 million voters need not submit any document in the ongoing Special Intensive Review (SIR) process.
He also added that these voters are required to submit a duly filled pre-filled census form and signed along with current color photographs during the census period to enter their name in the draft SIR voter list and then in the final 2026 SIR voter list.
“Congratulations to all the Booth Level Officers (BLOs) of Jharkhand for completing the first session of self and parent mapping of existing voters in 2026 with the 2003 SIR voter list for Jharkhand to limit the number of voters who are required to submit documents during the notification and verification period (August 5, 2026 to October 3, 2026).
He further said, “Your hard work and dedication to the nation by serving as BLO has ensured that 1.63 million existing voters of Jharkhand’s electoral roll for 2026 need not submit any document in the ongoing SIR process. I feel that BLO is facing some challenges from some stakeholders in this SIR process.”
Mr. Kumar added that with hard work, determination and knowledge of the electoral process, the BLOs will overcome the challenges in serving the nation and serving fellow Indians who want to register as voters.
He also informed that Gyanesh Kumar, Chief Election Commissioner of India interacted with many BLOs of Jharkhand during his two visits to Jharkhand and appreciated Jharkhand’s BLOs knowledge of election process and their hard work.
The SIR process will be formally launched in Jharkhand on June 30, 2026 with a door-to-door visit by BLOs. While the second and final session of self and parent mapping of the remaining unmapped existing voters in the Jharkhand electoral roll 2026 will be conducted during the census period (June 30, 2026 to July 29, 2026).
“Unmapped voters are requested to provide details of SIR Electoral Roll 2003 in Jharkhand or other State/UT if you or your parent was registered as a voter in previous SIR Electoral Roll outside Jharkhand to BLO during BLO’s door-to-door visit during census period. Voters, representatives of political parties including their stakeholders at previous level can easily search their voter name in BLA (BLA Details of SIR from www.voters.eci.gov.in,” said Mr. Kumar.
He claimed that self or parental mapping of existing voters is being done to reduce the requirement of voters to produce documents. Mr. Kumar also said that eligible citizens of India who will attain the age of 18 years on October 1, 2026 are required to submit Form 6 along with the declaration form in the prescribed format and supporting documents as prescribed by the ECI.
He added that parent voter registration details page of previous SIR or self in case of eligible citizen who registered in 2003 but not enrolled in voter list in 2026 is also considered as sufficient document for parent or self in case they may register as new voter in Jharkhand and other documents depending on date of birth and place of birth.
“There is no need for migrant labor, students studying outside Jharkhand or others temporarily staying outside Jharkhand to personally appear before BLO for mapping. On behalf of migrant workers, students studying outside Jharkhand etc. can do mapping by contacting BLO through family member or BOOK-A-CALL with BLO facility available at BLO facility listed in ECINET at each address mentioned on ECINET number or phone number. Jharkhand,” Mr. Kumar said.
Similarly, the census form can also be signed by the family member of the migrant labor stating the type and name of the relationship, online through ECINET or by getting a personalized census form from the BLO in electronic form and they can send the signed census form electronically to the BLO through electronic means of communication, he added.
